Let’s begin in the middle… sort of. Gregoire, the Judiciary/WSBA

As I said before I am going to have to break all of this corruption up into bite sized pieces: but please keep in mind that I have wildfires coming in all around me but I will try my level best to get as many of the stories out as I can.

Today courtesy of “Harley” I got almost 1000 documents & many more answers, unfortunately with more answers comes more questions.

I don’t have all of my stuff with me so I can’t lay everything out to get a good picture in my mind.

Let’s start with the former AG/Governor Christine Gregoire but start with her as the attorney general: This is going to get screwy beyond belief, trust me.

Near as I can figure here is what happened: Gregoire was the Washington state AG,  Gregoire missed a deadline for filing on a lawsuit against the state which cost the state about 19 million dollars in 2000 so she blames the insurance company & she tries to take the focus off of her & blames an attorney named Janet L Capps.

Gregoire says they’ll never miss another deadline, but the case continues to tarnish her reputation — though the governor comes to her defense. “She’s taken a lot of corrective steps to make sure that never happens again and I applaud her for that,” said Gov. Gary Locke.

 

So she says it will NEVER happen again til 3 years later where she blames yet another young attorney Even after she had a sophisticated, $1.2 million calendar system installed to prevent such blunders

An assistant attorney general Scott Lockwood  was disciplined last month for blowing a filing deadline, helping the city of North Bend win a default court order that eliminated a nearby parcel from the state’s short list of potential halfway-house sites.

 

Are you starting to get the feeling there is a theme here? Every time she screws up she destroys someone else’s life. Until in true political fashion she becomes the Governor!

There is a little bit more to the story though. This woman Janet comes back & sues the state, not for the 3 million she was asking but for 325,000 dollars & a job with the state courtesy of US District office Judge Zilly.

An attorney filed a complaint against Ms Gregoire, the investigation goes nowhere, he gets disbarred instead & she becomes the Governor

She then goes on an “Appointment Spree” in the Judiciary

Then she gets executive exemptions as the Governor from the Supreme Court so she did not have to disclose her emails to continue hiding even more f-ups. It always helps to have the SAME folks YOU appointed to make sure you get a win in any court in the state. She even tried to set herself up well in the US District court… but if you are Gregoire’s buddy you can get a job anywhere, even if you aren’t qualified for the position like Cheryl Pflug

But those aren’t all of her appointments

Jason Mercier is Director of the Center for Government Reform at Washington Policy Center and is based in the Tri-Cities. He serves on the boards of the Washington Coalition for Open Government and CandidateVerification, and was an advisor to the 2002 Washington State Tax Structure Committee. Jason is an ex-officio for the Tri-City Regional Chamber of Commerce. In June 2010, former Governor Gregoire appointed Jason as WPC’s representative on her Fiscal Responsibility and Reform Panel.

She tried to abolish the 2/3rds vote needed to raise taxes along with these other legislators: Pay attention to this list! These are people who voted to have unlimited access to YOUR money.

Voting for SB 6896 were:

Senators Berkey, Brown, Doumit, Eide, Fairley, Franklin, Fraser, Hargrove, Haugen, Jacobsen, Kastama, Keiser, Kline, Kohl-Welles, McAuliffe, Poulsen, Prentice, Pridemore, Rasmussen, Regala, Rockefeller, Shin, Spanel, Thibaudeau, and Weinstein.

Representatives Appleton, Blake, Chase, Clibborn, Cody, Conway, Darneille, Dickerson, Dunshee, Eickmeyer, Ericks, Flannigan, Fromhold, Grant, Haigh, Hasegawa, Hudgins, Hunt, Hunter, Kagi, Kenney, Kessler, Kirby, Lantz, Linville, Lovick, McCoy, McDermott, McIntire, Miloscia, Moeller, Morris, Murray, O’Brien, Ormsby, Pettigrew, Quall, Roberts, Santos, Schual-Berke, Sells, Simpson, Sommers, Springer, Sullivan, B., Sullivan, P., Takko, Upthegrove, Williams, Wood, and Mr. Speaker (Chopp).

So I found this bit of info on Horsesass.org/drivingblindjustice

Here is an interesting DUI court docket. Teresa Kulik was a top level manager in the Attorney General’s office until Governor Gregoire appointed her to the Washington Court of Appeals, Division III in early 2006. From what I understand, Kulik went to law school with Gregoire at Gonzaga and they were very close personal friends over the years.

In any event, Kulik was arrested for DUI on Saturday, November 15, 2003. A Chelan County deputy sheriff gave her a ticket, requiring her to appear in court at 9:30 a.m. on Monday morning November 17, 2003 for an arraignment.

Kulik evidently contacted the Chelan County Prosecuting Attorney — someone she would have known very well, as Kulik was head of the Wenatchee division of the Attorney General’s office. Basically, the DUI ticket was “fixed” — Kulik did not have to appear for arraignment, and instead a deputy prosecuting attorney had the court dismiss the charged instead.

In all likelihood, Kulik did not inform then-Attorney General Gregoire of the DUI arrest and abortive prosecution, and it is doubtful that Rob McKenna knew about it when Kulik continued to work under his administration. Probably no one outside of a select few in Chelan County were aware of this until recently, and certainly not before the two year statute of limitations to refile the DUI charges expired on November 15, 2005.

Governor Gregoire probably was not aware of Kulik’s DUI arrest when she appointed Kulik to a Court of Appeals vacancy in early 2006. By contrast, Gregoire was apparently aware of Kulik’s DUI arrest when the recent Supreme Court vacancy created by the pending resignation of Justice Bobbe Bridge needed to be filled.

Gregoire was evidently looking for a woman (three women and five men on the high court otherwise) and someone from eastern Washington (no one from there has served for over a decade, and it is an area where Gregoire is weak politically) to fill this position. Also, someone with respectable legal and judicial experience.

With over 25 years in the Attorney General’s office and her recent service on the Court of Appeals, Kulik would have been a very logical choice. Especially with her friendship with Gregoire and shared legal philosophies. Instead, Gregoire appointed Debra Stephens of Spokane to the position — a career private lawyer specializing in appellate work, and someone who Gregoire appointed to a Court of Appeals vacancy in Division III earlier this year.

Jenny Durkan, Gregoire’s staunch ally

When Christine Gregoire needs an attorney, she turns to Jenny Durkan, a Seattle attorney popular among the prominent and the political who find themselves entangled with the law. But Durkan is also friend, confidante and political counselor to Gregoire. It’s a bond formed during Gregoire’s 12 years as attorney general, when, as the state’s chief attorney, she needed a private lawyer to avoid any conflict between her public and private lives. But there’s no question that when Durkan stands up in Chelan County Superior Court or plots strategy with the Democratic legal team, she’s there for Gregoire. Durkan was the Gregoire campaign’s counsel, and from the earliest post-election legal discussions, Durkan was seen as “essentially an agent for Christine,” said state Democratic Party Chairman Paul Berendt. It was important to Christine that Jenny have a greater role in these later court cases, and she made that really clear,” Berendt said. Republican Party Chairman Chris Vance calls Durkan Gregoire’s “fixer.” “Jenny Durkan’s not just a lawyer. She is a major figure within the Democratic Party,” Vance said. ” Durkan is an experienced courtroom lawyer who earlier in her career specialized in defending people accused of white-collar crime. She is a scion of a prominent Washington Democratic family and a party activist with her own political ambitions. She is the daughter of Martin Durkan Sr., a former state Senate Ways and Means chairman and the mentor of former governor and former congressman Mike Lowry. After Lowry was accused of sexual misconduct while governor, he hired Jenny Durkan to be his office attorney and help steady the administration. Durkan met Gregoire after Gregoire was elected attorney general in 1992. In 1996, Durkan represented the attorney general in a Public Disclosure Commission (PDC) investigation into Gregoire’s relationship with the Seattle law firm of Foster Pepper & Shefelman. Gregoire worked at the firm while running for attorney general.  The PDC ruled that Gregoire failed to properly disclose details of her connections to the firm but said the violations were minor and unintentional. Durkan was called in again as Gregoire’s personal attorney in a case involving the Attorney General’s Office missing a deadline for filing an appeal, a blunder that ultimately cost the state $20 million. For those of you who don’t know Jenny Durkan is now the United States Attorney for the Western District of Washington.

Not surprisingly we have yet another fubar cleaned up by the Public Disclosure Commission for Ms Gregoire.

So you may have noticed I am focusing on the Judiciary, that is part of the key here. So I told you that there was an attorney who filed a complaint against Gregoire about her throwing Janet Capps under her political aspirations bus, his name was Scannell I think. Anyway like I said her charges magically disappear & he gets disbarred courtesy of the WSBA (Washington State Bar Association)

This is the earliest that I can find the corruption going on at the WSBA. (Which you will understand fully a few stories from now) Remember this: Lawyers, Judges, Prosecutors are all a part of the Bar Association

Just because she appoints someone, does not mean they are corrupt, BUT a good deal of these same people are now involved in much of the corruption. I have found the corruption going as far back in the legislation & judiciary to 1988 but that is the next part of the story.

If anyone remembers: Gregoire left our state in such a shambles that we still can not recover which wouldn’t have happened if she wasn’t busy making multi-million dollar mistakes & destroying so many people’s lives to cover her own behind. A Governor has the “right” to appoint anyone they want, they have the duty to do so, to build a better govt but in Ms Gregoire case it seems many of these appointments were nothing more then payback for those who made many of these blunders just “go away”.

So the gist here is trying to figure out how & why some of the people who are in a position of power got there. I will link you back in a horrifying way to the WSBA, & the Judiciary once you know who the players really are.
