September 14, 2014. TV host and activist, Bruce Broussard speaks with Bill Scheidler about the root causes of public corruption, and about Scheidler’s campaign for WA State Legislative office in his effort to address government corruption. Mr. Broussard is a political figure and TV host of Oregan Voter’s Digest. He is also a great humanitarian in his effort to help senior citizens.

Government Corruption — It is all about managing risk.

Premise: we, at www.corruptwa.com, are of the opinion that a great deal of the “corruption within government” that citizens recognize and experience particularly within the courts in violations of due process violations, has its genesis in the state’s management of risk.

Some of these Tactics:

1) Establish “procedural rules” that courts must follow and the legislature must follow. This way “court rules and legislative rules” can be used to “control” substantive issues. For example: A breach of these procedural rules provide the excuses why legislators are frustrated in bring up bills to address corruption, why lawsuits against public servants are dismissed or sent on years of litigation.

2) Use the “legal” establishment in a way that puts lawyers in all branches of government. Lawyers are regulated by the WA State Bar and it is in the Bar’s leverage on lawyers, said another way, the Bar has its boot on a lawyer’s way of making a living, which is used to manipulate them to engage their role in the ‘management of risk’ whether or not the individual lawyers knows what is actually happening.

3) Create an environment that helps shield this strategy or helps justify it… for example… use events such as occupy wall street or the Auroa and high school shootings as a ways to “justify additional government control”. The more control we give government to exercise upon us the less obvious will be the “unauthorized controls” that are already in place to “control risk and liability suits.”

4) render impotent any challenger by having lawyers and judges literally destroy any person that ‘gets too close’ — Pro Se’s are nearly always defeated and subject to “sanctions” for bringing cases against government.

5) One tactic that clearly suggest “our government is controlled in what they do and how they do it” is in the make-up of “ethic boards”. Rather than having these “ethic boards” come under citizen control, which would be a disaster for corrupt public servants, the boards are all ‘hand-picked’ by the very entity the board is to regulate – “judges and lawyers are handpicked for the Commission on Judicial Conduct and the WA State Bar. Legislative members are handpicked for the ‘legislative ethics board’ and so to for the ‘executive ethics board’.
To say this another way … the “ethic boards” are at the root of government corruption because these boards determine what level of dishonesty we citizens must accept from our public servants.

These are just some of the tactics

All of this is a “structural” design to avoid liability.
This is why I’ve been so aggressive in getting “lawyers out of our legislature” and active in getting “ethics boards” under citizen control… but the sad fact is, our government public servants have enjoyed having us, the people, as their play toys and a source for their wealth, and the “structural” mechanisms to “protect government” are firmly in place. Any effort to return government back to the people and restore “truth and honor” is a difficult task. “We the people” need to make it happen. And shows as yours will get the word out by exposing just how blatantly corrupt and dishonest our public servants have become – by design.

What you have described is the politician’s Playbook for Corruption….how State officials, attorneys and Judges have profited these many years….we have “career” politicians and Judges in office for decades, and well into their eighties…tenured, immune from legal reprisal, Government benefits, engaging friends and family with no-show jobs, double-dipping, on and on…..AND WE ARE PAYING FOR IT!!! The average citizen has made public servants wealthy through criminal activity. We employ our Government to Protect, not to manipulate its citizenry into a backlogged legal system!…you are helping inspire many who have been previously timid about speaking up. It’s time it stopped!!!

    As we learn from each other as I’ve learned from you and others, we are facing an enemy – lawyers — who are trained to know how to deceive, by learning the way deceivers deceive. While we have had a late start to unwind these schemes and recognize those behind the corruption, the Internet has changed the game and we now can communicate and share information that was not possible just a few years ago. This “instant communication” wan’t in the game plan of those who are at the center of causing the growing anger with government – the legal establishment. Now that we are beginning to identify our criminals their time has come and I believe that in the same speed of information, will be the speed in which these betrayers will be jailed and removed from society.

  3. I hesitate to comment on this as I have no idea what prompted this response, but I urge all to put down the partisanship and unite on a critical issue of exposing and stopping corruption. As full disclosure, I have been part of the left-wing of the Democratic Party for almost 50 years. But no matter the political party, the same kinds of corruption and treachery can be found in both parties (why independents now outnumber either Dems or Repubs) because what this comes down to more than structures is the types of personalities that seek power in either party and to capture and takeover those structures. Plato said it: “Those who seek power are invariably the least fit to hold and wield it.” And from Lao-tze: “Power is that which a good person will not seek and what a bad person should never have.”

    We basically live in a one-party state with two wings of the same basic corporate party taking turns which will screw-up the country first and worst. But there are also decent folks that still remain for various reasons in their respective parties trying to counter not only what they feel is wrong in the other party but their own as well; but they are outnumbered in their respective parties.

    John Stuart Mill once noted that “Although it is true that not all conservatives are stupid, mean and selfish, it is also true that most stupid, mean and selfish people are conservative.” ignores the fact that there are all sorts of liberals in the Democratic party every bit as mean, stupid and selfish as anything in the other party, they just have slicker acts, masks and facades. What we have in America is basically a gigantic multi-ring circus with different single-issue acts and turfs competing for audience share and donations to various single-issue causes. But anti-corruption cuts across and examines closely, all professed single-issue causes as well as the real role, nature, lack of transparency and accountability of government as well as the corruption and take-over of government by forces inside and outside of it.

    I am no conservative for sure but I am also not an ideologue, sectarian or party hack. My mother was very left-wing but had it in for liberals even more than the conservatives because she said unlike the conservatives that are fairly straight forward in their racism, dogmatism, misogyny, national chauvinism and jingoism, selfishness and the like, the liberals are no less selfish, self-absorbed, dogmatic etc but just have slicker acts. She would call a “bleeding heart liberal” as “the one whose heart bleeds, so profusely, so publicly, so theatrically, so piously for the poor; but it is always with someone else’s blood they bleed.” The liberals, no less than the conservatives, claim ISIS is a grave threat and are calling for air strikes in Iraq and Syria but no boots on the ground–when it is serious then no response may be a priori ruled out. Like the conservatives they love to say “Thank you for your service” to vets but many and their children never seem to show up in the military or in wars.” They too claim to be “pro-life” (not just pro choice) but whereas the conservatives appear to be fixated on fetuses with no support for programs for poor and innocent children after they are born (they did not choose to be born or the economic status of their parents), the liberals appear unconcerned that abortion represents many failures on many levels not something to be desired or promoted even if having no moral problem with it.

    There is enough corruption, hypocrisy and just plain scum in both parties as well as among some of the independents. It comes down to content of character not color of skin, nationality or political party when it comes to corruption shameless hypocrisy also.

    • James, I totally agree that the reference to weed (now legal) was and is uncalled for. I suffer from extreme neuropathy in my hands that I have an agent orange claim in for (see Agent Orange: History, The Science and the Politics of Uncertainty” by Edwin Martini that shows agent orange was used not only in Vietnam and Laos, but all over the U.S. bases from Ft Ord to Ft.Dix, and elsewhere overseas) and I was originally prescribed years ago 240 vicodins per month and later oxycotin which I refused and could not tolerate, and several doctors noted that they would support medical use of marijuana and many patients now use it for exactly that.

      But these are all very serious issues we are raising not only here, but all over the world. I do not believe Bill has a power agenda from how he ran his campaign–absent all the usual slickness, media games etc that the others play. We need people in office who are not malignant narcissists, megalomaniacs, otherwise unemployables, demagogues, opportunists, of the kind that included many of “The Founding Fathers”. Two of the greatest myths are E Pluribus Unum (out of many one) and “We The People” which has never included the poor, non-propertied even white males originally not allowed to vote, African Americans, Indians etc). Plato was right: “Those who seek power are invariably the least fit to hold and to wield it. ” We have had few people who went into politics to really serve and expose corruption rather than for a job because many of them were just plain unemployable anywhere else; but even for those folks, the system is rotten to the core and trying to change a rotten system from within that system is the Labor of Sisyphus..

      I do not know what caused all of this but the real issues go far beyond personality disputes. To quote that great American philosopher Rodney King: “Can’t we all just get along?” Real people are being hurt in real ways and those who can see it and have the guts to put their jobs and even lives on the line have a duty to unite, put down the petty differences that those who rule use to divide and rule us, of course stand on principle, do not let these kinds of disputes go public like this with each side harming the other that also means well even if not always expressing it well.

  4. Regardless as to who gets high or why, what platform or which party, we have a job to do and that is ridding our government of this stuff that sticks together like something you might have accidently stepped in , that is now clinging to the bottom of our shoes.

    Pretty much like I told them at the FBI and everywhere else, it must provide them with a nice warm and firm feeling being what they are. But regardless if they all agree with each other or personally have anything else in common, they stick together on this Organized Crime RICO Felony Criminal Judicial Corruption like maybe they shower in Super Glue, and that is a fact!

    That is exactly how they go about robbing us blind and beating the shit out of us like the bunch of gang up on one lightweight spineless punks that they are. You want to see there superior arrogance & bold face Confidence disappear in a real hurry , just get them isolated by themselves just like us and watch the change take place right before your eyes.

    Our main enemy is not the Judiciary but the legislative Branch and the Executive Branch which are the enablers to make all the corruption possible in the first place, or these spineless criminals in the Judiciary would never have the balls to violate these Statutes , violate our rights or their oath to Office right in front of everyone’s faces without the guarantee of no interference from these other branches of government actually doing their jobs and adhering to their own sworn oath duty.

    Or accidently really representing us instead of just BSing us and blowing us off with more of it. Its time to call their Game. Once we do , the judiciary is screwed .without their guarantee of safety and no exposure by authority.

    Otherwise this judicial system will still be playing our great great grand children doing the same thing to them too. Without any other authority doing their job..

    They are not alone with that rule.. PROBABLE CAUSE DETERMINATION HEARING PURSUANT TO CONSTITUTIONAL SUPREME COURT RULE CrRLJ 2.1 ( c). is our tool to get them.. try it, you might like it..

    It’s a “HIGH” for non drug users.. (pun intended) !

    • James, wanted to do this publicly I’ve listened to your testimony before the commissioners and recognize the importance of cannabis in helping with your symptoms. We met in Portland, and we discussed your health, (without going into detail about your health) I can attest to your medical needs and I do understand how one can be so passionate about their treatment when dealing with such sever symptoms… So, I want to apologize that I offended you by using the term “weed”.

      I’d also like to apologize as one passionate person to another, email is a poor tool to use when different “perspectives” are at work … with each of us being passionate about different causes, the ‘words’ that one reads in an email doesn’t translate well without the “context” from which those words emanate and misunderstandings can occur quickly, as in this case, and compounded by the added stress we both have assumed by taking on our respective “causes.”

      Whether or not I expressed myself by my choice of words in this reply … the bottom line is I apologize.

  6. The point I have been trying to make is the Courts will just spitefully refuse to honor our Rights, refuse to provide Due Process with a smart ass smirk on their faces . They will totally ignore the Law, improper Venue, issue Known Null & Void Orders/Rulings, and the Corrupt Sheriff’s Dept. will act on them with the Sheriff’s knowing full and well they are Null& Void.

    So the Judicial System is so flagrantly corrupt, they have rendered themselves totally defunct incapable and totally unwilling to provide honest legal services. That without force of authority , they will continue to do so for ever.

    That is what mandates that the Congressmen and Senators step into this and make sure(which is their job anyway) that these courts and Judges either correct the illegalities that have been executed and refused to be corrected. And in doing so, make sure that these Judges and the Courts are providing honest legal services. Once this takes place, watch the entire System start to clean its act up overnight. Why? Out of fear of who could be next to be caught, prosecuted and held personally financially liable.

    Otherwise we will watch these crooks retire and be left at best, dealing with their replacements.

    That these Representatives must actually step up to the plate and really represent us , or get the hell out of Office and stop defrauding us.

  7. Yeah, you’re right on the mark Bruce. If the “courts” are our only avenue and they are corrupt in their self-dealing, who will come to our aid! And as you say, it has to be the legislature or even the executive br. Each of these “branches” have the ‘authority’ to remedy the misconduct either by ‘removal, impeachment, or by forcing the attorney general to do his job, or be impeached by the legislature. This is why we need to sue the State and not just a judge or lawyer (although they too will be named in the suit).

    The dilemma of course is how do we force the government — i.e,. the branches of government — to do their job! And if we can sue to do this… how will the courts and their judges behave in such a lawsuit when they are the defendants? These are all important issues and will, if we do our job in preparing our class claim — get this to the US Supreme Court — regardless how the lower courts misbehave — otherwise all hope is lost… the criminals are our government and we are their playtoys.

    Publicity, unity, common sense and lawful arguments on the fact are our allies and tools … all they have are their “court rules” which, by law, are no match for constitutional or statutory rights. But they are in the drivers seat for now… so?????

    [5] As Plaintiff appears to recognize (see Motion for Reconsideration, p. 4), Plaintiff’s claims against state officials in their official capacities are construed as claims against the state. See Kentucky v. Graham, 473 U.S. 159, 165-66 (1985).

    With a finding of PC under the CCC process, removes the official capacity construction as claims against the state for immunity purposes under the 11th amendment .. i.e. Kentucky v. Graham.. wink wink nod nod..

    Put simply, the eleventh amendment bars actions against state officers sued in their official capacities for past alleged misconduct involving a complainant’s federally protected rights, where the nature of the relief sought is retroactive, i.e., money damages, rather than prospective, e.g., an injunction. Papasan, 478 U.S. at 278, 106 S.Ct. at 2940; Shaw v. California Dept. of Alcoholic Beverage Control, 788 F.2d 600, 604 (9th Cir.1986).

    A qualification to the general rule stated above is that an action will not be deemed to be against the state where the plaintiff seeks to impose personal liability on a state official sued in his individual capacity as a result of actions undertaken by that official which violated the plaintiff’s federally protected rights. Scheuer v. Rhodes, 416 U.S. 232, 238, 94 S.Ct. 1683, 1687, 40 L.Ed.2d 90 (1974);[5] Draper v. Coombs, 792 F.2d 915, 919 (9th Cir.1986); Shaw, 788 F.2d at 604; Demery, 735 F.2d at 1146. It is upon this exception to the rule that the appellants have hung their collective hats.

    House settles lawsuit with 3 former staffers for $120,000

    A wrongful termination lawsuit brought by three former House Republican staffers has been settled for a total of $120,000, state House Republican Caucus chief of staff Lisa Fenton said Friday.

    The settlement was reached during a mediation session on Wednesday. It closes a three-year battle since House GOP leaders fired four staffers and three sued — including John S. (Jack) Archer, John Charba and William Engelhardt, who was also known as Bill Taylor. Among the allegations were age discrimination and pressure on staffers to work on members’ campaigns and attend fundraisers, but a judge last month dismissed all but the age claims from Archer and Charba.

The payout is split among the three plaintiffs, who will pay legal fees out of it, Fenton said.

    Archer was a respected, senior budget analyst for the partisan caucus, and his termination came as a surprise to then-Rep. Gary Alexander, R-Thurston County, who was ranking GOP member on House Appropriations and worked directly with him.

    The firings were described initially by House Republican leaders as a staff restructuring. Earlier this month, House Chief Clerk Barbara Bailey described the firings as “not particularly humane,” but Fenton disagreed.

    “Any time you have to make a decision to let a staff member go it’s a difficult thing to do. It’s also important to have a team of staff that will work well together and in a positive way. I think we have learned a lot through the process,” she said. “It’s just good to put it all behind us and move forward positively.”

When it is a combination effort of the Federal Judiciary, Clerks Offices and working in Mirrored concert with the State Judiciary and respective Clerks Offices to commit Felony crime via violation of the Law and our Rights. Commit & execute these Felony crimes. Clearly establishing RICO &Organized Crime. What exceptions to prescribed procedure and Law exist to bail their shady criminal selves out of this?

Although we all have our opinion , let’s remember to stay together. Justice is gone, it is JUST US let’s work together, share information and be kind to one another as there is enough cruelty in this world.

    • Someone asked me if I am a Marxist and I said I am a “Groucho Marxist” (“I wouldn’t want to belong to any club that would have me as a member.”). I cannot count the number of conferences I have been to that included some very verbose leftists, professing they were out to save ‘humanity” and only they and their sect had the answers, yet they were rude and arrogant to those serving them fine dinners the servers took the scraps from home, treated them like fixtures and showed not an ounce of “humanity” while purporting to be saviors of this abstract humanity of which these real people in front of them were a part. My mother called them “the ones who love humanity, so publicly, so piously, so profusely, so safely from a distance, whose ‘hearts bleed’ for the poor and oppressed, but the blood they bleed is always someone else’s blood.” There is a whole lot of naked hypocrisy and hubris on the so-called left.

      But all over the world people are saying we have had enough. Corruption kills, maims, destroys lives and families, endangers national security and much more from the macro to the micro levels of society. Law enforcement cannot be everywhere so we have to take matters in our own hands in terms of gathering and providing real evidence of crimes, patterns, players, modus operandi, power networks and alliances, go-to law firms and consultants they use, corrupt cops and judges, miscreant administrators and lawyers along with AAGs being used as mob Consigliere for the administrators etc. Because the honest copes and trust me there are many who also risk their own jobs and careers to do their duty, have to have something to take forward that is more than rants and allegations to push them forward as the evidence simply cannot be ignored. And stopping crimes comes before actions on torts and also if actions to report crimes are not advanced, that will be used later when going civil to say that even law enforcement did not take you seriously so why should they? Even so, as a matter of law not preference, OJ had to be charged criminally before civil actions. Law enforcement needs to know that you have potentially compromised future tort litigation by coming to them first is they do not take seriously your criminal complaint, but nonetheless you have come to them first because that is your duty under law (crime is an offense against all of society whereas a tort offenses by named persons against named persons and of a certain nature and severity) and also remember that torts in the context of public employment also often are crimes as well.
